1. Yes, this is my problem as well. Once the AMD drivers are gone, I get a black screen at boot and can do nothing. I wish there was a core set of drivers that would load the card with some basic settings so it would function without full drivers - like, if the cards could be operative with the native windows driver at a very minimal level.
2. The AMD Clean Uninstall Utility will attempt to remove any previously installed AMD Catalyst driver and AMD files and folders from the system. This helps prepare the system for a driver update by preventing errors relating to missing/corrupt files associated with the AMD Catalyst software that may occur.

The AMD Clean Uninstall Utility will attempt to remove any previously installed AMD Catalyst driver and AMD files and folders from the system. This helps prepare the system for a driver update by preventing errors relating to missing/corrupt files associated with the AMD Catalyst software that may occur during/after the driver installation process.

Note: The AMD Clean Uninstall Utility should only be used if the normal uninstall procedure using the Control Panel's Programs and Features option is unsuccessful. For instructions on how to uninstall AMD Catalyst drivers using the Control Panel's Programs and Features option, refer to KB article: GPU-57

Note: The chipset drivers, USB drivers, audio drivers, and AMD software components may be removed by the AMD Clean Uninstall Utility. As a result, USB and audio devices and systems using RAID arrays may become unresponsive after system reboot. Only use the AMD Clean Uninstall Utility if the system can be fully restored to a previous state using a backup image.​

Note: The AMD Clean Uninstall Utility is designed to be supported only on systems running Microsoft Windows 7 and Windows 8/8.1.
