Okay after some searches and changes in keywords. I will put up the answer here in case.
To put a persistent timer that will be seen throughout your slides i used this plug in:

1) I opened the Ribbon UI file and then it will add a 'TM' tab in your PPT window. Once you click the tab you will see a 'configure and an arrow below it'

2) Click the arrow below it and then add a timer item

3) Then select the newly created text box

4) then click the 'configure' back at the TM tab

5) Then fiddle around with it (BTW you could also change the timer to countdown or elapsed, or even to a clock)

6) Make sure to change the 'update display every' ( i used 1 second)
7) Once your timer is set, copy the 'text box' to your next slides and you will have a persistent timer.

I you can also turn it into a PPT show so that no one can change the settings of the timer. but for now after the show it will ask for a new file to be saved.
